NATURE OF WORK

The incumbent will be assigned to positions of both authority and great responsibility in a variety of environments.  Individuals charged with the duties of Captain should be able to function both independently and as part of a team.  They should be able to think quickly and rationally in situations that may be stressful and demanding.  The incumbent must be able to take orders from superiors and supervise subordinates in a professional manner and with due diligence.  The Captain must perform within the legal parameters established by the U.S. Constitution, Tribal Law and Federal Law.  As with all Police Department personnel, the incumbent must adhere to rules, regulations, and policies described in the Department Operational Manual as well as Tribal personnel policies.

GENERAL DUTIES

Due to the nature of police work, the following description is not intended to be all-inclusive.  To provide for the safety of the general public the incumbent may be required to perform duties beyond this job summary.  The Captain shall be expected to:

1)       Identify criminal offenders, criminal activity, and apprehend offenders when violations occur.

2)      Testify in court as a witness in both misdemeanor and felonious cases.

3)      Actively participate in programs designed to promote community based policing, citizen involvement, and other preventative measures.

4)      Patrol and be observant to potential threats to public safety that lie within the community and to aid in preventing threats to the peace.

5)      Help those in need of assistance and to command resources to preserve property, peace, and life within the community.

SPECIFIC RESPONSIBILITIES

The incumbent is charged with managing the following programs:

1)      Field Operations

A)    All personnel functions

(1)   Screening applicants

(2)   Training all subordinates

(3)   Disciplinary proceedings

(4)   Internal affairs investigator

(5)   Testing and review boards as required

2)      Supervises all ongoing investigations.

A)    Community policing programs

(1)   Reserve officer and other volunteer programs

(a)    TRIAD

(b)   SALT

(c)    DARE

(d)   Neighborhood watch groups

3)      Equipment and facilities

A)    Fleet maintenance

B)     Building maintenance

C)    Personnel supplies and equipment

4)      Purchasing

A)    Evaluates needs and procures necessary supplies.

B)     Assists in bid specification design for major purchases.

C)    Coordinate the delivery of needed products

5)      Special programs

A)    Prepares preliminary Capital Improvement Program (C.I.P.) submittals.

(1)   Forecasts inventory deficiencies

(2)   Evaluates needs to accommodate growth or loss

B)     Provides first draft of suggested departmental budget

(1)   Evaluates previous year’s expenditures and their effect in deterring or preventing crime.

(2)   Projects monetary needs for department for upcoming year.

(3)   Obtains revenue estimates from Treasurer to determine program funding availability.

6)      Other duties as assigned.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES

The captain must be able to fulfill the following requirements:

1)      Be able to function in inclement weather without physical assistance.

2)      Accept assignments and duties involving shift work, working holidays, weekends, and extended hours.

3)      Maintain a positive working rapport with citizens and coworkers

4)      Have efficiency in all facets of communications including:

A)    English language proficiency to include knowledge of punctuation, grammar, and vocabulary necessary to author detailed reports and review other’s work.

B)     Superior verbal communications skills including the ability to deliver clear, effective orders and to understand complex commands passed down via superiors.  Must be able to utilize telecommunications and radios without assistance.

5)      Should be versed in computer usage enough to author and maintain accurate data files.

6)      Be prepared to render aid to affected persons whenever and wherever required.

7)      Supervise subordinates effectively to insure the safety of both the officer and the general public.

8)      Complete coursework necessary to complete the Blood Born Pathogens safety program.

9)      Complete coursework and training necessary to pass E.O.D. requirements.

10)  Coordinate activities and efforts to maintain efficiency throughout the Department to insure an optimal level of safety, service, and security for the citizens of the Cheyenne Arapaho Tribes and in areas where the Tribes maintains interlocal agreements.

11)  Seek and report information pertinent to achieving the Department’s goals and objectives.

12)  Record all activity during the duty shift including but not limited to investigating reports concerning :

A)    Vehicle accidents

B)     Seized evidence

C)    Detainment and/or arrest of individuals

D)    Sector

E)     Other assignments and activities including Fire Department emergencies, motorist assistance, animal control incidents, and other calls dispatched.

13)  Confer with prosecutors and provide courtroom testimony as summoned.

14)  Complete general motor patrol assignments as required.

15)  Maintain all personal equipment assigned to the officer including firearms, uniforms, and other effects.

16)  Successfully completes all required educational workshops, classes, and other certification programs assigned by the Chief.

17)  Acts as an information officer to both residents and visitors in community effectively helping those in need of direction or services where allowed.

18)  Maintains strict confidentiality.

19)  Directly supervises lieutenants.

20)  Assumes the duties of Police Chief as directed or outlined in the Department Operational Manual.

21)  Possess working knowledge of state, Tribal, and federal criminal law.

22)  Other duties as required.

MINIMUM EDUCATION AND EXPERIENCE

A high school diploma or G.E.D. and four years of experience as the role of lieutenant or six years experience as a sergeant in a CLEET or Federal certified law enforcement organization.

OR

A bachelor’s degree in criminology, criminal justice, forensic science or related field and two years of experience in the criminal justice field in a supervisory capacity which may include military service.

OR

An associate’s degree in criminology, criminal justice, business management, accounting, or public administration plus six years of supervisory experience at least at a sergeant’s level in a CLEET or Federal certified law enforcement organization.

Successful completion of a mandatory six-month probationary period.

DEPARTMENTAL PREFERENCE

Educational background that includes programs designed to improve management, investigation, accounting, computer, and or financial skills from an accredited vocational technical school or other institute of higher learning and/or relevant C.L.E.E.T. coursework in any out the outlined fields.

SPECIAL CERTIFICATES, CERTIFICATION, AND LICENSES REQUIRED

Oklahoma State Drivers License with an acceptable driving record.

MENTAL/PHYSICAL REQUIRMENTS

Must be able to lift at least 50 lbs.

Must be able to climb ladders.

Applicants not employed by the Cheyenne Arapaho Tribes must pass a mandatory physical, background check, and drug testing prior to appointment.

Must be able to work under pressure and in stressful situations; must be able to work long hours without relief.

Must be able to lead by example and maintain a positive working environment.

Must pass pre-hire Drug and Alcohol Screening.

ENVIRONMENTAL CONDITIONS AND SAFETY CONCERNS

The Captain must be able to deal effectively with irate citizens, work under time restraints and in emergency situations.  May be exposed to HIV, AIDS, Tuberculoses, and other diseases.
