POSITION: Budget Analyst

GENERAL DESCRIPTION: The Budget Analyst in the Legislative Branch shall be under the supervision of the Speaker of the Legislature and to work with the Legislative Clerk and District Legislators to assist the Legislative Branch in preparing the Annual Budget according to the Constitution adopted April 04, 2006; to assure compliance with policies, plans, procedures, laws, and regulations which are applicable to Tribal Government, Gaming Regulations and enterprise operations.
DUTIES: (Including but not limited to)
*Evaluate the effectiveness of the Tribes’ system of Internal Control and the efficiency with which resources are employed.
*Assist the Legislature in conducting the semi-annual budget assessment. Provide budget consultation, recommendations, and other budget-related tasks.
*To meet and exceed the goals and objectives set forth in the Budget request.
*Perform complex internal audits, and analyze financial records
*Assess financial needs of tribal programs and government branches and to make recommendations for good and sound financial practices for the Tribes.
QUALIFICATIONS:
Prefer Master Degree in Accounting and/or Bachelor Degree in Accounting or Master Degree in Accounting and Business Administration. Must have at least twenty (20) years of professional accounting experience that spans government, health, contractor enterprises in non-profit and for-profit sectors
Must possess ethical values, have a diverse background and educational achievements
Auditing and investigative abilities as related to budgets is desirable
Knowledge of generally accepted accounting principles
Government accounting standards and the Standards for the Professional Practice of budgets, internal auditing and National Indian Gaming Commission.
Knowledge of Native American Sovereignty issues.
Qualifications continued:
Able to organize and analyze data from a variety of sources and be able to communicate both orally and in writing.
Experience in word processing and data base technology.
Ability to work out of home office.
Ability to conduct business via Internet and telephone
Possess investigative abilities as related to budgets
Ability to travel as requested by the Legislative Branch
Other duties and responsibilities as requested by the Speaker as they relate to the budgeting process.
Education can be substituted for experience at the discretion of the Speaker.
Native American preference.
